July 21, 2021 Update on the CHC Community Services (Children’s Education and Care) Training Package

The 2021 CHC Child Care and Education Support qualifications are published on, superseding the 2013 and 2015 versions.

There is a one-year teach-out period to give current students enrolled in the 2013 and 2015 courses enough time to complete their training. RTOs are highly encouraged to transition ahead of the deadline to avoid compliance issues once the deadline is up.

April 20, 2021 Update on the CHC Community Services (Children’s Education and Care) Training Package

The updates to the CHC Community Services training package concerning Children’s Education and Care have been approved and will move forward. They will now be endorsed to the Ministers.

All the changes approved in the latest meeting include the deletion of Certificate IV in School Age Education and Care. The removal of prerequisites from two units in the Diploma of Early Childhood Education and Care and retaining of the proposed entry requirement to the Diploma of Early Childhood Education and Care.

The AISC has also agreed to the development of resources to support RTOs to undertake Recognition of Prior Learning for students with experience in the sector or other education-related qualifications who do not meet the entry requirement to the Diplomat of Childhood Education.

The Committee has already approved research to be commissioned to examine the impact of the Certificate III entry requirements on the Diploma on Diploma enrolment/completions over the next 18-24 months.

April 14, 2021 Update on the CHC Community Services (Children’s Education and Care) Training Package

The 2 qualifications from the CHC Community Services (Children’s Education and Care) training package which were not approved last February will be resubmitted for endorsement at the April 20th AISC meeting.

If the qualifications are approved, we can expect those to be published on within the next month or so.

In the latest Australian Industry Skills Committee (AISC) Meeting held last 23 February 2021, the Committee, the Case Endorsement for the Children’s Education and Care update was not fully approved.

Out of the six qualifications sent for approval only four were approved and the two will be sent back to SkillsIQ for further revisions. A quick overview of the Update to the Early Childhood Education and Care qualifications

The following qualifications and their associated 65 units of competency in the Children’s Education and Care Sector were up for review:

The AISC recently announced that the following qualifications are “in-principal approved” which means the Committee has signed off on the qualifications.

However, there were two qualifications that were not approved by the Committee and are subject to resubmission. These qualifications will be reviewed again by relevant stakeholders and the Industry Reference Committees (IRC) to meet the issues raised during the meeting.

The publication of the four approved qualifications will be delayed until the CHC50121 and CHC40121 qualifications are completed.

The AISC will consider meeting out of session to discuss the Early Childhood Education and Care update if required. The goal is to approve the two remaining qualifications so the training package can be endorsed and published on in a timely manner.

What does this mean for RTOs?

For now, the release of the latest CHC training package is put on hold. Those with the current training materials for the qualifications mentioned above and their related units of competency are still able to deliver training and be compliant with ASQA standards.

However, a lot of students are already holding off enrolling on the affected qualifications due to future upgrades. If your RTO wants to take advantage of the growing demand for the latest courses, they must act quickly and adapt to the changes just as fast.

2020 Christmas Shutdown

CPC 2020 Training Package Released: Is Your RTO Ready?

After numerous delays, the much-anticipated Construction, Plumbing, and Services (CPC) Training Package version 5.0 is finally out on and the following versions 6.0 and 7.0 are expected to come out soon after. The Australian Industry Skills Committee (AISC) endorsed the series of updates which are said to reflect the industry changes and make the training package more relevant to the current environment.

The consultation process involved various stakeholders from all over the industry. Unions, industry associations, employers, employees, regulators, and registered training organisations were all asked to provide feedback and their expert advice on the updates.

The 2020 update is one of the most significant changes to this training package the industry has experienced in recent years. Some numerous qualifications and units have been changed or removed to keep up with the changing landscape of the construction and plumbing industries.

Here’s everything you need to know about these series of updates:

CPC versions 5.0, 6.0, 7.0 inclusions

A total of 35 qualifications have been updated and included in the new CPC training package versions. These qualifications have either been modified to current standards or are brand new to the package.

Artibus, the Skills Service Organisation that created the updates, together with the Department of Education, Skills, and Employment synchronised the release of the training package to help decrease the use of superseded units of competency in the new qualifications.

New BSB and HLT units were also considered as Core units or non-equivalent units. The Construction, Plumbing, and Services Industry Reference Committee met to review these units to make sure they still fit for purpose. Imported elective units are still equivalent and have been updated. These imported elective units will be reflected in their corresponding qualifications.

Contextualisation 101: RTO’s Guide to Producing Better Training

Contextualisation of training resources and assessment tools is essential if you want your RTO to produce top-notch training to students. RTOs need to modify their learning materials to fit the needs of their students.

In the same vein, RTOs also must develop their learning resources and assessment methods with their learner’s needs in mind.

Why is it important to contextualisyour RTO training resources and assessment tools?

Before we start, you need to understand why contextualising is so vital to your training delivery. A unit can be appropriate for the job role you’re training for; however, the context of the role and work environment could be completely different from what’s in the training materials itself.

It’s up to RTOs to adapt the resources and make sure their training provides the necessary skills and knowledge relevant to the context and work role of their students. Failing to contextualise your training resources could result in learner and client dissatisfaction, and you could be found non-compliant at during your ASQA audit.

How to contextualise your training materials and assessment tools

To help you on this complicated process, we’ve provided a handy RTO materials contextualisation guide below.

Step 1: Identify your students’ needs

Since the goal of contextualising your RTO learning resources and assessment tools is to deliver quality training to your students, you must figure out what your students need.

Find out what your learner group already knows about the subject matter you want to teach. If they already have the basics down, for example, then it’s best to move on to more advanced topics.

Also, see if they have any gaps in their skills or knowledge. Identifying these early on will make it easier for you to tailor your training delivery to their needs.

Step 2: Know the industry and work role

To properly modify your learning resource, you need to know the industry and responsibilities of the job. See what the workplace environment is and check out the equipment, facilities, policies, and the like.

You need to have a better understanding of the workplace environment, responsibilities, codes of practice, and health and safety considerations to provide training that’s relevant to your students.

In addition, you must identify the types of evidence that can be collected in the work role in relation to meeting the unit of competency evidence requirements.

Step 3: Understand the learning environment

Different learning environments require different modes of delivery. Every delivery method has its own pros and cons, so it’s up to your RTO to see which one best suits your learners’ needs. Some of the training delivery modes include:

  • Online
  • Distance learning
  • One-on-one
  • Class-based learning
  • Workplace delivery

Step 4: Pinpoint the unit requirements

Now it’s time to focus on the course itself. Look at the RTO training resources and figure out what specific aspects need to be contextualised. Think about how the unit in the training package will be used.

Learn about the evidence requirements for the unit, as well, so your assessment can be as easy as possible for your trainers or assessors.

Step 5: Review your learning resources

Check to see if the learning resources are appropriate to the skill, knowledge, and experience level of the learners. If they’re not, adjust them accordingly so that your students can get the best possible educational content.

Make sure the learning resources are aligned to the industry, work role, and the work environment, as well. For the best results, get a subject matter expert to review your training materials so they can check for relevance and ensure your content is up to date.

Step 6: Check your assessment tools

When reviewing your assessment tools and methods, see if they align with what you’ve outlined in your Terms of Assessment. Examine if the assessment tasks are suitable for the industry and work role, as well.

Clarify the assessment contexts with industry experts or subject matter experts so you know what is relevant to the learners.

Step 7: Modify your training materials

After you’ve done your research and consulted the experts, it’s time to finally modify your training materials

Remember, contextualising materials differs depending on the delivery model you’re going to use. Below are the best practices when it comes to their mode of delivery:

Tips for contextualising for classroom delivery

  • Have guest speakers talk to your learners so they can have a first-hand account of what it’s like working in the industry.
  • Design an authentic simulated work environment so your learners can practice their skills.
  • Change the learning and assessment activities depending on the workplace and work situation.
  • Provide current case studies so your learners are updated with the latest industry information.
  • Create or help learners get practical vocational experience through a local council, business, community organisation, or institution as the workplace.
  • Give realistic workplace scenarios and roleplays so your learners can properly demonstrate their skill and competency.

    Tips for contextualising for online delivery

    • Create online simulated work environments that closely resemble real workplaces so learners can gain skills.
    • Develop quizzes and games specific to the workplace and industry to easily facilitate learning.
    • Use workplace jargon in the learning materials such as activities and conferences.
    • Have webinars that allow interaction between students and the instructor.
    • Design workplace simulations so learners can demonstrate skills.

    Tips for contextualising for workplace delivery

    • Apply the organisation’s policies and procedure manuals in the learning materials.
    • Use real-life workplace examples in the learning materials.
    • Make sure the learning activities revolve around workplace tasks and products so learners and employers can see the immediate benefits to the business.
    • Match the learning activities with the organisation’s culture and end goal, as well as employee development plans.
    • Have a buddy-system where learners are partnered with workplace mentors.

    Step 8: Modify your assessment tools

    Your assessment tools also need to be contextualised to meet ASQA requirements. It’s important to note that contextualisation must not impact unit outcomes. When you modify your assessment tools to fit your RTO’s needs, remember the following:

    • Don’t diminish the breadth of application of competency
    • Don’t narrow down the competency outcomes
    • Don’t remove the content of any element and performance criteria related to the unit

    To make sure you’re conducting a fair assessment, you need to follow the Principles of Assessment (fairness, flexibility, validity, and reliability) and the Rules of Evidence (validity, sufficiency, authenticity, and currency).

    Updates to the new 2020 BSB Training Package

    Updates to the new 2020 BSB Training Package

    There have been some significant changes in the BSB training package that affects most of the qualifications and units in the training package. Being one of the most in-demand areas of training, the new BSB training package update means most RTOs and students will be affected. 

    The update has added new components, as well as superseded others. The BSB Training Package Version 7.0 includes 20 new units along with a major reduction of seven units from the previous version. This means a lot of RTOs will need to reapply for scope registration as many popular qualifications will no longer be equivalent.  

    Qualification guide to the new BSB Training Package 

    The Australian Industry Skills Committee (AISC) endorsed updates to 33 qualifications. This move was made to streamline the training package and consolidate many qualifications.  

    Here is a list of the updated qualifications: 

    • BSB80120 Graduate Diploma of Management (Learning) 
    • BSB80220 Graduate Diploma of Portfolio Management 
    • BSB80320 Graduate Diploma of Strategic Leadership 

    The following qualifications will be deleted once the changes are in place this coming October: 

    • BSB30515 Certificate III in Business Administration (International Education) 
    • BSB30615 Certificate III in International Trade 
    • BSB40715 Certificate IV in Franchising 
    • BSB40915 Certificate IV in Governance 
    • BSB50515 Diploma of Franchising 
    • BSB52318 Diploma of Governance 
    • BSB80315 Graduate Certificate in Leadership Diversity

    The NEW RII Training Package Is Coming: Here’s What You Should Know

    Feedback for the final draft of the Resources and Infrastructure Industry Training Package Version 5.0 has just ended, and it seems RTOs can expect significant changes in the new update.   

    The update includes changes in the qualifications and units of competencies in the Extractive, Metalliferous Mining, New and Emerging Technology, and Civil Construction projects.  

    All said projects, except New and Emerging Technology, have new and updated Qualifications.  

    What Major Changes Can You Expect from the New RII Training Package?

    In the final draft released by PwC’s Skills for Australia, the proposed changes reflect the massive need to address the gaps in the RII training products.  

    Some of the major changes are:  

    • There is a total of 21 new qualifications and over a hundred* new units between the Extractive, Metalliferous Mining, New and Emerging Technology, and Civil Construction projects.  
    • Research and consultation carried out by Skills for Australia were used to establish the Case for Change. The AISC endorsed it on behalf of the Civil Infrastructure IRC in August 2019.  
    • The final draft of training products will be provided to the Civil Infrastructure IRC for endorsement and submission to the AISC in October 2020.

    RTOs to Benefit From Federal Government’s $1 Billion JobTrainer Program

    The new $1B JobTrainer Program is set to subsidise training and wages for young Australians and create over 340,000 new training spaces 

    The Federal Government has revealed the new JobTrainr skills investment package which will focus on training or re-skilling job hunters across a wide range of industries. The billion-dollar program aims to subsidise training for over 340,000 Australians entering the workforce.

    Commenting about the program, Prime Minister Scott Morrison said “COVID-19 is unprecedented but I want Australians to be ready for the sorts of jobs that will come as we build back and recover.”

    Consequently, the program will subsidise training for what the National Skills Commission deems as “high-growth areas.”

    What is the JobTrainer Program?

    The nation-wide program is part of the “Job” series of programs which includes JobSeekerJobKeeper, and JobMaker. The program will get $500M from the Federal Government to provide training for school leavers and those struggling to find work amid COVID-19. Further, States and Territories will match the $500M that is being allocated to provide free training, inflating the cash pool for training subsidies to $1B. 

    It is understood the program will lead to short courses like Certificate III, Certificate IV, and Diplomas being fully-subsidised (or nearly fully-subsidised) by the government. This is good news for Registered Training Organisations and TAFEs who offer these levels of courses.

    Will Jobtrainer Affect Your RTO?

    Yes, it is expected that the program will subsidise training for a massive range of short courses being offered by private providers like RTOs and TAFEs.

    The subsidy will cover short courses in the fields of individual support, building and construction, transport and logisticsinformation and communications, health, manufacturing, retail, and other massive industries.

    What Particular Courses Being Offered By My RTO Will Be Covered?

    This will depend on what the NSC deems as areas of high demand. As of writing, they are yet to identify which particular skills shortages would make an impact to Australia’s economic recovery.

    The NSC will be working with the states to identify what the “target areas” are.

    All States and Territories will be participating in the Program. This is a breakdown of the training spaces to be made available per state and territory:

    Will the JobTrainer Scheme Affect Current Trainees or Apprentices?

    Trainees and apprentices that are currently employed will get wage subsidies instead.

    This comes after the Federal Government announced another $1.5B investment in skills on top of its initial $1.3B stimulus package to make sure apprentices kept their jobs.

    Preparing for your Annual Declaration on Compliance? Here Are Some Tips

    IMPORTANT: In light of COVID-19, the Annual Declaration of Compliance deadline has been extended from 31 March to 30 April 2020

    The submission of the Annual Declaration on Compliance is a critical and necessary requirement for all Registered Training Organisations, and the information you’ll provide in the declaration is a requirement of clause 8.4 of the Standards for RTOs 2015.

    No doubt most RTOs are either preparing for their submissions or have already sent it. After all, this is an essential requirement, and the deadline is only until March 31, 2020.

    If you haven’t sent in your submission yet, don’t worry! There’s still time to help your RTO meet its compliance requirements!

    How Can I Prepare for my Annual Declaration on Compliance?

    Taking regular self-assessments will prepare you for your annual declarations and audits. Your RTO should take systematic self-assessments to identify areas where taking rectifying actions is necessary and to establish evidence of compliance with the Standards.

    Taking systematic self-assessments will also help your organisation look into its practices and processes to identify ways to achieve optimal outcomes for your students.

    You can use ASQA’s Self-Assessment Tool to identify areas of improvement and determine the actions needed to improve compliance.

    What Can I Do to Improve Compliance?

    After looking into areas of improvement, you should take rectifying actions. You should note that the most common compliance issue with RTOs is in the area of Training and Assessment.

    Since the area of training and assessment is a big hurdle for many RTOs, it is in your best interest to invest in quality RTO training materials that are clear and comprehensive. AISC has released the latest Work Health and Safety Qualifications – BSB Business Services Training Package (Release 5.0) Work Health and Safety. The new qualifications are now reflected at the National Register on Vocational Educational and Training (VET) –

    The four new Work Health and Safety Qualifications earlier received approval for Care for Endorsement for implementation. This information was included in an earlier communique by the Australian Industry and Skills Committee (AISC) held on June 5, 2019. The latest changes on the BSB Work Health and Safety includes updates to 4 qualifications, 26 units to be updated, 3 units to be deleted, and 7 new units.

    The 4 New Work Health and Safety Qualifications are:

    • BSB30719 Certificate III in Work Health and Safety
    • BSB41419 Certificate IV in Work Health and Safety
    • BSB51319 Diploma of Work Health and Safety
    • BSB60619 Advanced Diploma of Work Health and Safety

    Included in the changes for BSB Business Services Training Package is the creation of 7 new units of competency, these are:

    • BSBWHS331 Participate in identifying and controlling hazardous chemicals
    • BSBWHS431 Develop processes and procedures for controlling hazardous chemicals in the workplace
    • BSBWHS512 Contribute to managing work-related psychological health and safety
    • BSBWHS514 Manage WHS compliance of contractors
    • BSBWHS531 Implement and evaluate system of work for managing hazardous chemicals
    • BSBWHS611 Develop and implement strategies that support work-related psychological health and safety
    • BSBWHS612 Develop and implement a strategy to support a positive WHS culture.
